The Building Systems Evaluation & Approval Unit of the National Building Research Institute at the Technion was appointed for the function by the Ministry of Building and Housing in accordance with government resolution No. 899 dated November 11, 2001.

Definition of a New Building System
A general term that refers to any new product in the building industry, in the most general sense, for which the regulations and standards that exist do not provide the professional community engaged in the design, testing, control and issuance of building permits, engineering tools appropriate to the needs of design and testing its suitability for use in building under the conditions of the country.
This includes new building materials, products, components, technology, or new building systems that combine a part or all of the components mentioned above, or combine in a novel or original manner innovative products and materials that have been recognized and standardized.

The review and approval process of new building systems follows the following four basic phases:
